What achievement gap? Black students have the capacity to learn at high levels just as much (if not more) as students of any other race. There isn't an achievement gap; there is an opportunity gap, which can be supported by the following statistic:
In 2011-2012, only 57% of Black students had access to a full range of math and science coursed necessary for college readiness compared to 81% of Asian American students and 71% of white students.
